The State Gives Special Rights to All Papuan Students

The Coordinating Minister for Politics, Law and Security (Menko Polhukam) Mahfud MD opened the 2019 Papua Conference. In his remarks, Mahfud alluded to the special rights granted by the government to all Papuan students.

Namely, in the form of easier access for Papuan students to gain knowledge. This right applies to students studying in Papua and outside Papua. That right is called affirmation education.

"So for residents outside Papua must pass the existing test standards before entering state universities in Papua," said Mahfud at the JW Mariot hotel, South Jakarta, Tuesday (17/12).

But, continued Mahfud, for Papuan high school students were immediately given a ration into state universities throughout Indonesia starting from UI, UGM, ITN, IPB and all tertiary institutions.

Although it sounds unfair, what he calls the Affirmative Policy or affirmation policy that does present injustice to bring justice to other parties.

The hope, with this system can effectively reduce inequality that occurs in Papua. Especially in the field of education. "So the affirmation is that from the point of view of the constitution it means an unfair act to establish justice. So it was unfair to be used to achieve justice, "said Mahfud.

"For example, Papua is given a large budget, Papuan children can go to school easily without a standardized test, it's not fair if you want to be fair, you can't, then injustice is made in order to achieve other justice, that's affirmative policy," he continued.

The former Chief Justice of the Constitutional Court (MK) explained, the implementation of such a system is a mirrored result of the success of foreign countries in dealing with social inequality.

"(Policy) Conducted not only in Indonesia, in the United States about the provision of seats certainly for blacks in government schools," he said.

In addition, Mahfud continued, in line with the vision of President Joko Widodo (Jokowi), he saw the hidden potential of the citizens and the Papua region which could actually be developed to the fullest. Therefore, infrastructure and human resource development must be carried out on a massive scale.

"In these five years the government has made a touch of development in all sectors, development in Papua in accordance with the potential of the existing region," concluded Mahfud.
